Protest Against Koodankulam Nuclear Plant and the Arrest of All India Fact-finding Team by Tamil Nadu Government

 

Revolutionary Democratic Front strongly condemns the illegal detention and, arrest and slapping of baseless charges on the members of an all-Indian fact finding team to Koodankulam nuclear plant in Tamil Nadu. The members of the team included Varalaxmi (Secretary, Revolutionary Writers’ Association, Andhra Pradesh) Hamid, Secretary, Rayalaseema Karmika Samakhya, Dastagiri, student, Priyadharshini (Democratic Students Union, JNU), Keshavan (CPCL. Tamil Nadu), K. Palanisamy (Anti-imperialist Movement), Jaga

n (Students Uprising Movement for Social Welfare, SUMS), Agradi (Women’s Uprising Movement), Pratima (lawyer, Orissa), Damodar and Arvind (Visthapan Virodhi Jan Vikas Andolan, Jharkhand). The team was detained at Nanguneri in the morning of 12th October, which is 20 km away from Koodankulam and does not even fall under the 144 zone which has been declared within 7 km radius of Koodankulam. Yet the police detained them first for “illegal assembly”. After a daylong detention, at night, the police framed them under baseless yet draconian charges. They have been booked under sections 143, 188, 194(B), 353,362, 506(i), R/W 17(1) Criminal Law Amendment Act. Some of these charges are non-bailable and the CLA Act in particular is a draconian Act. The team members have been taken to Palayamkottai prison, and will be produced in court on Monday.

 

We condemn in strongest possible terms this fascist tactics of the state to break larger people’s unity with fighting masses. We demand the immediate and unconditional release of the members of the fact-finding team and the students in Coimbatore, while reiterating our larger demand of the scrapping of the nuclear power plant in Koodankulam.

While more than hundred people, mainly students gathered in Coimbatore in protest of this brazen illegal arrest of the team, the police ushered in repression on the demonstration and remanded 15 protesters, all of whom are students and members of the organization, Students Uprising Movement for Social Welfare (SUMS).

This deplorable act of repression only brings out the utterly undemocratic and anti-people character of the Indian state as well as the Tamil Nadu state government. The people of Koodankulam have been bravely fighting against the nuclear power plant which has come up in their homes and hearths for months now. The government instead of responding to their just demands and concerns for the immense security risk and the environmental hazard that this plant can cause on the surrounding area, has responded with the most cruel repression on the protesting masses. Their attempt to restrict and repress this fact-finding team also clearly shows how they do not want the people to speak out or even knows about the conditions in Koodankulam or about the valiant movement the people are fighting there. The government is simply trying to intimidate and throttle all voices of solidarity and support to the people fighting against Koodankulam nuclear plant.

Statement

Revolutionary Democratic Front (RDF) presented its defense yesterday, i.e. on 10th October 2012 before the Advisory Board constituted by Andhra Pradesh Government to look into the ban imposed on our organisation.  The President of RDF, Varavara Rao and Vice-president, Ganti Prasadam appeared before the Advisory Board and argued against the arbitrary, authoritarian and undemocratic ban imposed by Andhra Pradesh Government on the organisation.  In this regard, we would like to clarify a few more points here. The Government of Andhra Pradesh (the Intelligence Department mainly) has given false and wrong information to the Advisory Board.

The copies of the documents and papers provided to the Advisory Board are not given to us. This is against all democratic procedures and against rights of the accused. Our organisation has no idea of such fabricated documents and the wild allegations made against the organisation and its members. Naturally it couldn’t not have been possible for us to concretely answer wild allegations levelled against us without looking into those papers. The supposed letters from the leaders of CPI (Maoist) and the President of Janatha Sarcar intercepted by the Intelligence Department could never have been seen by G. N. Saibaba, our joint secretary. We cannot take any responsibility for such wild allegations. The fact that the intelligence chief of the state represented in the meeting shows that the Government is heavily drawing on the fabricated information of the Intelligence Department.

The High Court of Odisha did not uphold the ban imposed on RDF and its constituent organisations. The Bhubaneswar High Court gave two suggestions to Daman Pratirodh Manch that it should approach the Government of Odisha to review the ban and it should register the organisation under People’s Representative Act, 1951 and fight elections to propagate the politics of the organisation among people. Daman Pratirodh Manch having not satisfied by these suggestions approached the Supreme Court. Now the Supreme Court has issued a notice to the Government of Odisha to give their response. However, Daman Pratirodh Manch filed a review petition before the Government of Odisha on 20 August 2011 as advised by the High Court. But there has been no response from the Odisha Government so far. While these are the realities, AP Government (Intelligence Department) has given false impressions to the Advisory Board that the High Court of Odisha upholds the ban on RDF.

We would like to also clarify that there is no criminal case on our Joint Secretary G.N. Saibaba in Delhi as the intelligence Department of AP Government would like the Advisory Board believe. At least, Saibaba or anyone else in our organisation has not been informed by the Delhi authorities about such a case.

We would like to reiterate that ours is an autonomous revolutionary people’s organisation. The alleged organisational links with CPI (Maoist) that the ban order seeks to implicate our organisation are fabricated and imaginative. Some similarities in political and ideological frameworks of both these organisations in opposing feudalism and imperialism as retrogressive ideologies and institutions cannot be misinterpreted as organisational linkages.

RDF politically mobilizes people on issues of paramount importance in this country and has been diametrically opposed to the views and policies of those who are in power. We believe that this is the only reason why this ban is imposed on our organisation. We hope that the Advisory Board considers all these facts while looking into the arbitrary ban imposed on our organisation.
